Commonwealth Procurement Rules may be set for a revamp after the Joint Select Committee on Government Procurement handed down its\u00a0findings yesterday.<\/strong><\/em><\/p>\n

The Joint Select Committee on Government Procurement delivered its final report yesterday, titled\u00a0Buying into our Future<\/a>, which provides\u00a016 recommendations across a wide range of issues relevant to the recently updated Commonwealth Procurement Rules.<\/p>\n

Three of the recommendations relate directly to social, environmental and economic sustainability.<\/p>\n

Social sustainability:\u00a0<\/strong>The committee recommends that the \u201cAttorney-General\u2019s Department oversee the introduction and application of a procurement-connected policy requiring Commonwealth agencies to evaluate suppliers\u2019 compliance with human rights regulation.<\/em>\u201d This may align with the outcomes of another inquiry regarding the establishment of a Modern Slavery Act in Australia<\/a> (similar to that introduced in the UK in 2015).<\/p>\n

Environmental sustainability<\/strong>: The committee recommends that the \u201cDepartment of the Environment oversee the introduction and application of a procurement-connected policy requiring Commonwealth agencies to evaluate the whole-of-life environmental sustainability of goods and services to be procured.\u201d \u00a0<\/em>Whole-of-life cost requirements in procurement regulations are not new<\/a>, but the specific mention of \u2018environmental sustainability\u2019 over the whole-of-life takes the emphasis on sustainability to a new level.<\/p>\n

Economic sustainability<\/strong>: The final key recommendation for sustainability regards improving the definition of \u2018economic benefit\u2019 and ensuring that local content and participation can be maximised.<\/p>\n

While the committee has not been given any power in its\u00a0terms of reference to progress these issues beyond this\u00a0final report, it sends a strong message that sustainability requirements in Commonwealth procurement should be clearly defined, explicit and more stringent.<\/p>\n","protected":false},"excerpt":{"rendered":"
