However the leadership role of policy makers and governments within these systems still remains poorly defined and often, poorly executed.<\/p>\n<p>Conceptually, the premise of these constructed markets is simple; prevent the market failure of externalities (i.e. pollution) by incorporating a monetised reflection of these costs into processes or products (for further explanation see <a href=\"http:\/\/en.wikipedia.org\/wiki\/Market-based_environmental_policy_instruments\">here<\/a>). Taxes, quotas, subsidies and emissions trading are all examples of market based environmental policy.<\/p>\n<p>The lure of this policy tool for government is that by involving the private market, policy makers are able to align the goals of private market with their own and mobilise a far greater pool of funding than they likely have on hand themselves. Furthermore, their costs are limited purely to the regulation of the scheme itself. The <a href=\"http:\/\/www.cleanenergyregulator.gov.au\/Renewable-Energy-Target\/Pages\/default.aspx\">Renewable Energy Target<\/a>, <a href=\"http:\/\/ec.europa.eu\/clima\/policies\/ets\/index_en.htm\">European Emissions Trading Scheme<\/a>, <a href=\"http:\/\/www.ess.nsw.gov.au\/Overview_of_the_scheme\">NSW Energy Savings Scheme<\/a> and the now dismantled Clean Energy Futures Package proposed by the Gillard Government are all examples.<\/p>\n<p>Being reliant on private investment, the greatest asset to market based policy is its ability to incentivise participation of private investment. Sadly, political events regularly undermine this, the experience of the following schemes all being pertinent examples of how political volatility can increase \u2018regulatory risk\u2019 and dissuade future investment:<\/p>\n<ul>\n<li>The Clean Development Mechanism, which was hugely <a href=\"http:\/\/www.globalccsinstitute.com\/publications\/developing-ccs-prohttp:\/\/www.globalccsinstitute.com\/publications\/developing-ccs-projects-under-clean-development-mechanism\/online\/53546jects-under-clean-development-mechanism\/online\/53546\">successful<\/a> in attracting renewable energy investment to least developed countries, has been <a href=\"http:\/\/www.businessweek.com\/news\/2014-01-22\/eu-ban-on-un-carbon-may-flag-end-of-offset-market-nomisma-says\">brought to it\u2019s knees<\/a> in part by economic recession but also cumbersome decision making processes that failed to arrive at achievable solutions in time.<\/li>\n<li>The coalition review of the Renewable Energy Target, has also placed in doubt <a href=\"http:\/\/www.abc.net.au\/news\/2014-04-08\/solar-company-reconsiders-investment-in-australia\/5373664\">the future of the Australian solar market<\/a> and contributed to dwindling investment.<\/li>\n<li>Similarly, the Coalition\u2019s dismantling of the Clean Energy Futures Package (CEFP) in favour of their <a href=\"http:\/\/www.abc.net.au\/news\/2013-12-20\/coalition-climate-change-direct-action-policy-explained\/5067188\">Emissions Reduction Fund<\/a>, has rendered the private investment made into the CEFP largely worthless.<\/li>\n<\/ul>\n<p>With each successive failure of market based environmental policy, the regulatory risk of any future scheme increases in parallel with the reluctance of the private market to be involved.
